I wasn’t relating it to this specific situation, I was talking about in general. These regular civilians who have never even spoken to Katniss seem to care more for her as a 17 year old girl, not JUST the symbol as opposed to District 13 who just see her as a symbol and don’t really care about how she’s doing.
